Ability to freeze a sites Interfaces

It would be nice to be able to administratively lock out the ability to add or remove network interfaces in Nebula and restrict those functions to only a privileged class of administrators.

This would allow senior network administrators to design the schema and allow Junior network admins the ability to view and perhaps manage some configurations within each interface but not to make any major changes. Examples of items to restrict would be changes to the IP Schema, VLAN# or outright deleting the interface by accident.

Along with this it'd be nice to be able to remove the Add button so new interfaces cannot be created by Junior Admins.
