floating scrollbars

In many screens the scroll bars are not visible, so you first need to scroll down, and then you see the scrollbar to scroll right or left. In my opinion this scroll bar should be floating, so the bar is always visible.

for example in the security policies. When you create multiple policies you will see, the scroll bar is not visible when you open this page. But there are multiple.
