VMG4005-B50A: Why is the latest firmware not available?

According to a Zyxel security advisory from February 24, 2026, there exists a firmware version 5.17(ABQA.3.2)C0. The "Submit a request" page offers 5.17(ABQA.3.1)C0. Why is 3.2 not made available?
