We monitor this in pass few days, the device kept using FTTH as outgoing interface.
Additionally, here is an explanation for the current setting:
The system pings the Destination at 30-second intervals and it will attempt 4 sequential pings. If all 4 pings to the Primary WAN Destination connection check fail, and the Backup WAN (Cellular) link is up and successfully passes its own sequential ping once, the system will switch to Cellular WAN. The total switching interval is approximately one minute after the fail limit is reached.
The system continues to ping the Primary WAN (Ethernet) at 30-second intervals.
As long as one sequential ping to the Primary WAN succeeds, the system will immediately switch back to Ethernet. If all 4 sequential pings fail, it will remain on the current WAN and retry during the next 30-second interval.
Since currently didn't turn into cellular WAN, can you help to assist in performing ping test to confirm the Ethernet WAN is able to reach the Internet when problems occur? Also, reserve the environment so we can connect and perform relevant interface checks.

my system continues to perform ping tests and I will not stop it.On Google dns, I can still observe fluctuation. On cloudflare dns it’s much more stable.
tell me what I should do.

Thank you for your patience while we investigated the reported issue.
Based on our analysis of the collected logs and our continuous monitoring of the device, and the available information, the device has continued to recognize the Ethernet WAN as available, and we have not found evidence of an unexpected failover to the Cellular WAN.
Regarding the high ping latency observed, it may be related to temporary instability or congestion on the upstream Ethernet network provided by Internet service provider or the external network beyond the Ethernet connection. Since the Ethernet link itself remained active during our observation period, this is currently the most likely explanation for the intermittent latency.
Additionally, compare the ping test destination were cloudflare dns and google dns, the latency could be because the link between your ISP and google dns node.

You could test without the FWA515 for latency checking or you can put a switch with monitor port for your Ethernet ISP to check that pings along with other normal traffic are going to your Ethernet ISP and not cellular fallback
