Hi Team is there a issue with the portal we cant see anaything only a blue turning circles

Yep had the same but it is all back up now, almost had a code brown as we were in the middle of adding an NSG to a new installed leased line!

We do have the backend server issue around 14:42~15:02 (UTC+0) 9/10, issue has been resolved after that.

Is it the same timestamp of your timezone?
