remote access vpn ports

Hello.

what ports for remote access vpn to use.
our customer is using nsg200 and is connected to the internet via a mobile 4G.
remote access vpn cannot connect to that firewall.

but that firewall is able to connect to another nsg200 which is 

following a wired internet connection.

these use site to site vpn

For VPN port is UDP 4500 & 500 and for l2tp port is 1701.
