AMG1001-T Cannot access the login screen for the modem/Internet settings on 192.168.1.1

Hi, I just bought the AMG1001-T Series ADSL2+ Modem, but I cannot access the login screen for the modem/Internet settings on IP address 192.168.1.1

I've been through the troubleshooting steps in the manual, making sure I was using Internet Explorer (I also tried IE Edge), Java was installed and enabled in the browser, JavaScript was enabled, the popup blocker was disabled, resetting the modem,  etc... but I couldn't access the login screen. 

I noticed the Internet light was not on. According to the manual this suggests there is no IP connection; however, I was able to access the internet automatically. All other lights function as expected. 

Do you have any suggestions I can try?
