How to configure QoS to prioritise Skype video calls?

Hello,
I would like to prioritise Skype video calls. We have 20 MB download and 5 MB upload, 3 ms Ping.
What figures do I have to give in for upstream/downstream Bandwidth?
Do I also have to prioritise the service Skype somewhere?
