DHCP Settings and DHCP Reservation list

Do not understand DHCP Settings and DHCP Reservation.  Is DHCP Reservation off limits to all DHCP IPs, unless assigned by you to the DHCP Reservation list?  Example: DHCP start address 192.168.0.2 to end address 192.168.0.254.  DHCP Reservation start address 192.168.0.2 to end address 192.168.0.20, nothing will be in this range of IPs unless you assign an MAC (device) to the IP, is that connect?  CenturyLink can not help.  Would be nice if a manual was available.

    Same problem here.  DSL Modem C3000Z.  Is it possible to operate the DHCP reservation list on this modem/router as described above, namely:

    "DHCP Reservation is off limits to all DHCP IPs, unless assigned by [hand] to the DHCP Reservation list --  Example: DHCP start address 192.168.0.[16] to end address 192.168.0.254.  DHCP Reservation start address 192.168.0.[16] to end address 192.168.0.[31], nothing will be [assigned to] this range of IPs unless [...] a MAC (device) is assign[ed] explicitly to the IP [interval ---.16 ---.31]"

    If not, how does this work on the Web UI?  Usually, the manner of operation described above rhymes with how DHCP is configured on a standalone DHCP server, and seems reasonable.  However, attempts to set it up with such understanding resulted in the inability to obtain (at least a) v4 IP address for any client.
