How to block HTTPS URLs for one device (MAC address)?

I have a VMG3925-B10B home router. I am trying to block youtube for one device only.
When setting up the parental control rule, it says that HTTPS URLs cannot be blocked.
So what can I do to disable/block access to an HTTPS URL for one device (one MAC address) only?
