I can not delete 1 parental control or add any other parental controls?

Do you have the EMG3425=Q10A or EMG3425-T50 router?
There is some newer firmware dated January 2020 for T50 model, but it does not mention any bug fixes for parental controls.
If you have a backup of your router's configuration, then you could do a factory reset to see if that gets rid of your issue, and then upload your configuration file (which hopefully might not give you the issue again)...
