USG20-VPN can't upload configuration

I saved startup-config from our existing USG20-VPN but when I try to save it to a new USG20-VPN I get a Error Message box-

errno: : var errno0=
errmsg: var zyshdata

Both devices are running the latest firmware.

    Does the file you've uploading have the same name of one into the firewall?

    I tried it as the same name and adding a "1"onto the filename, no difference

    There's any non-ASCII character into configuration file?

    When I upload your configuration file "startup-config1.conf" to USG20-VPN(firmware 5.20), it shows the following error message. We're investigating this issue. 


    To solve the issue temporarily, edit the configuration file and delete three lines. The file can be uploaded to the device and applied successfully.

    That is uploading, but as of now it's been uploading for 3 hours!

    This seems a very long time
