What is the lock in rate limiting For?

Can anyone explain what this "lock" in the rate limiting is used for?
What happens if you click on it ?

    If you want to let upload and download at the same speed, you can lock it. When you alter one of downloads or uploads, the other will set the same speed as your setting.
