Hi @Albymatta,
After checking, I found NSG have some bad configuration that cause you are not able to connect L2TP VPN.
The bad configuration might occur when user changes some settings.
In order to fix this problem, please remove the NSG from your site and add it back.
This allow NSG can erase the bad configuration and get the correct configuration.
