Static DHCP not working

I setup a Static DHCP with the correct Mac ID however my Zyxel VMG4927-B50A is not assigning it to the device even though it is set to active.   What is the problem?

  @Yoe777 the device who should have a static IP via DHCP is a tablet/smartphone?
