C1100Z: How to disable AP Isolation

With the Zyxel C1100Z using firmware: CZW007-4.16.012.15, wireless devices can not talk to each other. It makes it impossible for a cell phone on the network to monitor a camera on the same network.
How can I disable WiFi AP Isolation for none guest devices?

It looks like cannot disable WiFi AP Isolation. It is recommended that you contact your ISP or retailer for help.
