wan failover currently can't be done by routeing and should be possible to do ARP failover in trunking.
Make a new User-Defined Trunk add in WAN set one the active the other to Passive
You then may need to make a routing rule for next hop trunk you have made
their is also interface pinging check that you can enable
Edit: testing here shows it working as said above you you need interface pinging check on active WAN when it fails it changes to the Passive WAN then when active WAN is up you switch back for new connections
