Trunk reference incorrect

Even when I remove bottom rules to have 20 rules the reference still thinks the wrong one is their the problem might be linked to this when it happens.

    well I could send you the config but don't think it will help a I have removed some rules plus it corrects itself on reboot.

    I think how I caused it was making 29 rules move the bottom to the top to get this

    Then I made another rule that need to be moved to the top so I moved it one step at a time to not get the above error then found the reference being incorrect until I do a reboot
