Port forwarding and web access panel

Hello! I am trying to get port forwarding set up on my router, but I can't. I am unable to port forward because I cannot access the web panel. (IE: connecting to xxx.xxx.xx.xx or xxx.xxx.x.x website for admin panel) But what happens then? I get a connection timeout. This is strange considering I have low ping everywhere no matter what I'm doing. So i got to trying to find the web panel. Nothing that says on the router, nothing. And so I wonder if any of you guys can help me!
