Mikrotik side doesn't send any traffic, have you checked the security policies that are allowed for the VPN?

Update conclusion:
The VPN configuration on USG FLEX or Mikrotik side are both correct. This issue is due to the special topology that has some policy route rule that cause the traffic cannot pass to the correct interface. Adjust the policy route rule fix the issue.

I have tried the mikrotik router side with the same phase configuration as the Draytek Router, the connection is normal, ping between the 2 routers is normal. Can you help me check the Zyxel side about the phase, I am currently configuring the phase as follows:
