When using WPA3, Roaming is not working

From what I have been reading, because WPA3 uses Protected Management Frames, 802.11r has to be disabled. I also read that WPA3 is supposed to us PMKID for Roaming. This doesn't appear to be working as my device will always drop wifi between Access Points and not Roam.

    Again:

    When using WPA3, Roaming is not working as it is supposed to using PMKID. I will drop wifi before grabbing a new Access Point.

    We tested roaming functionality using your Nebula site configuration with an SSID named "J4-5G" configured for WPA3-Personal security. Our testing confirmed successful client roaming between two access points as shown below.

    If your clients lose Wi-Fi connection before connecting to a new AP, please check your AP deployment to ensure proper signal coverage for client roaming.
