This issue is because this interface is still selected in two-factor authentication.
Please change this interface and you will be able to delete this interface.

I tried in my lab but can't reproduce this issue in V1.35 P0, P0 weekly firmware, P1 with the interface name "_". We will access your firewall to check this issue and update you once I get further information.
