Issue with USG Flex 100H

Hi all,
Unfortunately Im not sure what changes were made before this issue (The remote team who made the changes arent being helpful) but I believe it was changes to the IPsec VPN settings. For some reason this caused the firewall to go offline I was also unable to login to the local interface.
We restored a backup that was taken just before the changes were made and were able to reestablish a connection with Nebula and local login.
However the firewall is still displaying the "Applying cloud configureation" message. It has been like this for the last three days, any ideas on what could be going on?
Fyi, Office workers are having no issues with internet. Bur there are issues with remote workers gaining access thoguh VPN
