Looking at the User Guide, available to download from https://www.zyxel.com/global/en/products/next-gen-firewall/usg-flex-firewall-usg-flex-700 , chapter 19 then it seems like you would need a pair of USG FLEX 700 devices to run an IPSEC VPN between them, or one if you are setting up an SSL VPN.
    - The LTE7490-M904 would be the access to the mobile network as the underlying bearer over which the VPN would be carried.
