The AP's status is “Not up to date”. Could this be why my SSID isn't broadcasting?

Yes, it could.
In case you have just created a SSID, the AP needs to receive the configurations from Nebula. Wait a while, the AP status should update to “Up to date” and you can see the SSID in the WiFi list.
Note: Navigate to Devices > Access Points
