Why the SSID isn't broadcasting at all times?

The problem could stem from an active SSID schedule. The SSID is set to broadcast only during specific times as per this schedule. For instance, according to the current schedule, the SSID won't broadcast on Mondays between 00:00-08:00 and 18:00-24:00, and it won't broadcast at all on Saturdays and Sundays.
To resolve this, you may need to either disable the schedule or modify the times during which the SSID is available.
Note: Navigate to Configure > Access points > SSID advanced settings
