If somehow your NCC can't be reached, or not stable, will it impact the LAN service?

Chill out and don't worry about it !
In general, your devices can still be in operation and access to LAN/WAN even though connectivity of NCC (Cloud server) is lost. It only impacts on configuration and monitoring services that are required communication between NCC and Nebula devices such as statistic reports, even logs, PoE schedule and cloud authentication.
