[Nebula] What happens to settings when service expires?

When license or its corresponding service expires, NCC disables these advanced features differently.
- Event logs related to licensed features are hidden, e.g.: Wireless Health.
- License-related settings are disabled, while settings are kept, e.g.: Programmable SSID
- License-related setting revert back to global/ default settings, e.g.: Per AP smart steering settings.
- License-related Pro pack settings are still active and run in background but not allowed to edit or make further changes, e.g.: Advanced IGMP.
