When your Access Point (AP) is blinking blue slowly, it means the AP is performing a Dynamic Channel Selection (DCS) scan, and selecting a Dynamic Frequency Selection (DFS) channel (CH52 ~ CH144) for its service channel, the AP is currently conducting the Channel Availability Check (CAC).
The CAC is a mandatory procedure to ensure that the selected channel is not being used by radar systems, which takes up to 10 minutes (CH120 - 128 » 10 minutes, Other DFS channels » 1 minute). During this time, the AP temporarily stops all wireless services, which is why you cannot find your SSID.
Please wait until the CAC process is complete. Once it ends, the LED status will change, and your SSID should become visible again.
