Why is a wireless station that doesn't meet the allowed policy still able to connect to the WiFi?

Currently, the Nebula client policy 'Allowed' is only for bypassing the client's MAC address for the captive portal SSID. It does not support the scenario where clients not on the 'Allowed' list are blocked from connecting to WiFi.
