Org. downgraded with USG FLEX 700H in HA

Why is my Organization downgraded from Pro Pack to Base Pack after 2 USG FLEX 700H has been setup as HA?

All network switches and access points has valid Pro Pack licenses and the primary USG FLEX 700H has Gold Security Pack which should automatic switch over when the secodary becomes active….
