Is the Smart Steering available under the Nebula Plus Pack as well as the Nebula Pro Pack?

The Smart Steering function is available as a global setting under Site-wide > Configure > Access Points > Radio Settings with the
Nebula Base Pack and Nebula Plus Pack.
However, if you want to configure Smart Steering on a per-AP basis, the Nebula Pro Pack is required.
