NAS326: How to install 3rd Party Plex Plugins

I know I have been asking a lot of questions about Plex Server, but I have search high and low for the answer (goggle search, and here) and I gets no answer. How do I installed 3rd Party Plugins (Or any Plugins for that matters)?  I can't find the location for the file upload or installed location anywhere. Please help. Thanks in advance.

Just in case no one know what I am talking about. Here is the Webtools Installer I am trying to installed. I know it's old from 2016, but I guess they also stopped working on the project.
