NSU Won't Start -- Says it's already exists and is running (but it's not)

I'm trying to launch the starer utility. I keep getting the "Another NAS Starter Utility exists and is running" error. But it's not running. Not in any of my active apps. I even restarted my Mac. Any ideas?

What is your OSX version?
The version for OSX is up to 10.9 only.
