NWA55AXE - Radio 1 sets to repeater mode (2.4GHz) but grayed-out for Radio 2

I cannot figure out what I need to change in order to set the Radio 2 5GHz to be on repeater mode.  I have it setup between the two access points on Radio 1 and they show they are linked up, but on the 2nd access point I cannot set it to repeater mode, the options are grayed out, so only AP mode is available.

    Hi Customer,

     

    If you would like to set Radio 2 as 5GHz to be on repeater mode, please configure Radio 1 as 2.4GHZ into AP mode first.

    For your information: You can establish one Mesh link by choosing 2.4 GHz or 5 GHz.

    So only one of the two radios on the AP can be in repeater mode?  What about extending the range of the other frequency / radio then?  Basically this feels like instructions on how to make my exact same problem occur on a different frequency?
