How to get the Navigation Panel Menus to fully display?

The help says to: Click the arrow ( « ) on the upper right corner of the navigation panel to collapse or expand the navigation panel menus.

But there are no ( « ) to click on.

    Thank you for your feedback.
    As NCC 17.00's spec, there is currently no arrow available to collapse or expand the navigation panel menus. 
    We acknowledge the inconsistent issue between NCC 17.00 UI and Help document. We will discuss it internally and provide updates here.
