Allow "better" licenses to be consumed for lower plan

I have an organization with about 20 different Nebula devices, on the "Plus" licensing. I would like to upgrade to Pro. It would be a lot easier to do so if I could simply assign Pro licenses to devices as the Plus licenses expire. Unfortunately, they don't seem to be consumed under "Plus".
