Additionally, you need to ensure your NSG is using public IP or behind NAT. If is behind NAT, your uplink router needs to enable UDP 500, 1701, 4500 & TCP&UDP 50, 51.

P.S. NSG series has reached it EOL status. To ensure your network security, we recommend upgrading our new firewall or security router.
