My devices see the modem as a hotspot

I've backed up my iPhone 11 using the modem (ZyXEL EX3501-T0) connected to Türk Telekom fiber internet, and I can't even log in to the iCloud login page while connected to Wi-Fi. In addition to all these issues, I've been experiencing Wi-Fi disconnection on all my phones as soon as I turn off the screen. I've been trying to find a solution to this problem since the day the modem was connected (about 1.5 months ago), but there are very few resources online, and the ones I've found either offer solutions I've tried before but haven't been successful, or they have no solution at all. I suspect the problem is with the modem, and I'm asking for your help.
In the picture, it says "Should apps be downloaded using cellular data?" even though I am connected to my modem.

You may need to check first whether your router has Internet service from Türk Telekom. So I think you can contact Türk Telekom to check your internet serveice and the settings of EX3501-T0.

When I contacted Türk Telekom, they couldn't find any problems. They said that if I opened a ticket, they could replace my modem with a different one, depending on their stock, as there were other users experiencing the same issue with the same modem. However, there is a problem: three families in my immediate neighborhood also use this modem, and the same problem occurs with all three of them. I don't know if the problem is with the ISP, the modem, or the devices being used, but I'm working hard to resolve it. If you wish, I am ready to share the modem logs with ZYXEL.

I have the same problem. My phone and other devices see the unlimited Wi-Fi network as a mobile hotspot. Because of this, apps like Google Photos, WhatsApp, the Google Play Store, and others don't automatically back up, download, or upload. I found the modem's user manual, but I couldn't find any settings. I have a 9th-generation iPad, a Samsung A54, Samsung A72, Samsung S10+ all have the same problem. This device is problematic, and the manufacturer hasn't found a solution. Internet service providers don't have this detailed information about the device.
I changed the cellular backup option from active to inactive in the modem settings, but it didn't work. No 3G or 4G devices were connected to the modem anyway.
I contacted Zyxel's communication department about my problem last month, but they ignored it and didn't respond.Türkçe:

aynı sorun bende de var. Telefon ve cihazlarım sınırsız kablosuz ağı mobil bağlantı noktası olarak görüyor. Bu yüzden Google Fotoğraflar, Whatsapp, Google Play Store vb. uygulamalar otomatik olarak yedekleme, indirme veya yükleme yapmıyor.
