So I captured the router error I get when the router tries to get a WAN IP through your switch.
I am also showing, error 2, what happens when I try to set the router to a static IP the same as what the ISP assigned to me dynamically. I clicked the Use Static button to see what it was giving me. So that is where the 10. address comes from.
Needless to say it does not work.
I also discovered that the local client cannot get a LAN IP if going through your switch. I had to plug it into the router.
Again, I can get it to work, until I reboot the router.

Could you please provide a screenshot of the Hiltron modem's setting? We assume that the modem has not been set to bridge mode (Modem Only Mode), and enabled the DHCP server.
The reason for our assumption is that your router receives a private DHCP IP (10.0.0.2), which might be assigned from the modem (DHCP Server).
If you want the router to perform NAT and DHCP functions, the modem should be configured to "Modem Only Mode", and acts as a bridge. This configuration allows it to forward the public IP from the ISP directly to the router. Please double check this link that user @PeterUK sent earlier or contact your ISP for help, then please send the capture of modem’s setting page to us.

You or I are a bit confused here. I do not have a Hitron CGNv4 modem/router. I have a ISP supplied Hitron EN251 2.5 Gbps modem. I have no login credentials for it.
The router was performing NAT and DHCP functions prior to me including your switch in the network.

So from what we know you have a modem and you only get one WAN you also have the modem to the unmanaged switch then to router but you then connect router LAN to unmanaged switch which is the problem.
So going by Nami layout
you need a coupler
that joins modem to router that are by ports 1 and 2

So the cables now go from modem WAN port to the switch port 1 and from switch port 2 to router WAN port. Where would the coupler go?
I hate to seem dense but I don't get what you are suggesting.
