FWA510 Firwmare Initial Update Not Working

FWA510 is using routed mode and is obtaining an IPv6 address. Nebula Center site wide/configure/firmware management shows an update is available. After selecting update now, and going to the devices tab, it says "Follow upgrade time" possibly indicating it has sent the firmware update command. However, after waiting a very long time, no firmware update takes place. I was able to configure the device using it's own wifi going to 192.168.1.1, and it says it has a good cellular connection, and tt can provide internet to a laptop connected to it's LAN port. However, sycnronization with nebula cloud center is not working properly and it seems to be unable to trigger a firmware update despite having registered the device. The nebula app says configuration "Not up to date" and Device status "Offline" and says to go to the community to get help. Well here I am.

Note, i also tried using the Zyxel Air app but the QR code scanner on that app seems to not be able to scan the QR code. It constantly interrupts the process as well with an persistent, annoying pop up making the app impossible to use.
